Shenandoah sits beside The Woodlands but is an incorporated city of its own. That changes the rules for a roof: city requirements apply, and Township design review does not.
The City of Shenandoah publishes residential roofing permit rules and regulations. Unlike unincorporated Montgomery County, which does not require a permit for a roof, work inside the city limits follows the city’s process. The contractor should confirm the current requirements with the city before scheduling, and include any city fee in the written scope.
Some Shenandoah neighborhoods have homeowners’ associations with their own architectural rules. Check the deed restrictions for the address; an HOA review, where there is one, sits alongside the city’s requirements.
Shenandoah shares the forest and the climate with its neighbors: pines over roofs, needles in valleys and gutters, and falling limbs in storms. Composition shingle is the norm, with metal an increasingly common choice for owners replacing a roof.
Secure the roof first. A tarp over an opening is emergency work. Then have the damage inspected from inside the attic as well as from the roof, since limb strikes crack decking under intact shingles.
